My Dear Audi

You will remember that on

the 26th of November I drew your atten-

tion to a despatch from Clementi in

which he strongly criticised the proposals

for the disposal of the Boxer indemnity.

On the 15th of December I circulated '

his despatch with a covering memorandum

to the Cabinet. I have now received

a further telegram from him in which he

emphasises the impossibility of proceed-

ing at this juncture to constitute a

Board of Trustees in China, and suggests

as a solution of the difficulty that

further collection of the indemnity

should be suspended, the balance already

in the Bank being devoted to objects of

mutual benefit to China and Hong Kong.

I must say that I strongly
